what is different now?

I cannot stand the gigantic bags. Tried twice to install smaller bag UI's. Neither has worked. Did they change how this is done? I did everything this said to do:

Am I missing something? I used to keep all my UI stuff in this folder, until LU29 when I decided to start over. Tried 2 use post-LU29 bag UI's and neither did anything. Might be something simple I'm forgetting or missing or it might not. Appreciate the feedback.
