The files that gets re-downloaded are the ones having a MD5 value.
Somehow your computer or internet connection corrupts the files.
As the Updater use HTTP for downloading to avoid firewall issues there is no real error checking, this can break a file sometimes, but will get fixed next time you run the Updater. Somehow yours get corrupted files every time :/
