Detrimental affect script

Since Mark of Repulsion is only cast on one character that would not cause alot of spam. Simarly the effects from VS that affect only one character would not cause spam as well. It would be useful to have to wakeup "ahem" certain raid members who have the habit of not looking at there detrimental affects window.
