Reinstalling the game is not necessary!
To be sure that it's not your files delete the entire UI folder and also make a full file scan from the patcher (this will delete any interfering UI files you may have and also ensure that all your game files are up to date). If that still doesn't help, if you want post your UIsettings here, I can then take a quick look and tell you where your maintained window went.
