Yes we can add a image of a book and say this is part #3 of quest run-here-and-back-ten-times, and we can even make a image behind it flash when you click on it or clicking on something linked to it. However we can't tell when your on step 3, or even if you are on that quest. The complexity of code need to do that is beyond what the UI can do it isn't even funny.
NO really we can't do it; what most people don't understand is that EQ2's UI does not have a scripting language. What it does have is a very basic spreadsheet language if can even call it that where we can assign values and make conditional comparisons. Plus most of the quest window info is hardcoded and beyond our ability to access.

Ok you really aren't getting what I'm saying...here is the EQ2Map as it is now.
See the list of POI's on the right side? They are somewhat catagorized, but
whoever sorted them didn't make it easy to find where you need to go next.
What I'm proposing is that you
Make a new catagory named QUESTS
and list the quest POIs. ie.
OUESTS
Killin' Some Kobolds
<Quest Start POI> (When you click on this it sets a waypoint to the quest giver)
<Kill 6 Kobolds POI> (When you click on this it sets a waypoint to where to go kill them)
<Ouest Turn In POI> (If the turn in location is different than the quest giver or whatever)
And so on...get it now? Either that or have a button that sets a waypoint to the selected POI in the list...
tho I think if it did it without the button it would be a little cooler.
