If there's no reskinned file for that window by then, you just delete the Fetish version of that window, which will make you use the default window. Then you'll be able to start a character in Halas.

ok how do I delete the fetish window for starting a new character? I wanted to start my barbarian monk but am not being given New Halas as a choice.
