Is there a way to shrink target frame? - Mortis addon not working

Sort of related, figured it was better to just keep it in this thread.

If I F10 it, the cursor changes to the resizing thinger for the targetframe but it doesn't actually move it. Is this intentional (hardcoded size)?

Also, totally unrelated, is there a way to move the bags and get them to stick together so I don't have to try and drag them pixel by pixel to be all lined up? Like, window docking?
