You need to right click the chat window, go to the windows slider bars and just push em to the right and they will always be up. I personally allow a bit of fade to see thru with just enough background that it shows over grass etc etc
I tried that the other day, but they would be active for about 5 seconds, then fade out... Even with the bars all the way up. I'll try again after I pick up the expansion and install it and get on.
