I have the same problem from time to time. Find your UI settings file for the character and delete it. Its in your Everquest2 directory and looks somewhat like this : <server name>_<char name>_eq2_uisettings. When you log back on you may have to set all your windows, chat, etc. but you will have your bottom bar back.

I usually import UI settings from another existing character. I have quite a few alts so it works perfectly for me.

I have no idea what causes the bar to disappear but it usually happens if i play in the window mode rather then full screen.
