Cannot download Darqui updates - 3.1.3.0

OK if I turn off my firewall temporarily the files download. The application has rights to access internet, so I'm going to have to investigate further why the firewall is upset.

If I run the previous version (3.1.29), the only file listed is "Add POI" and "no new updates" and "a new version of the utility exists" messages show (instead of listing all the files as usual).
