How to automatically depopulate all the green xp bar stats.

There's a couple of things you can do. If you go to the utility Settings page, Startup actions, uncheck the checkbox for "Generate default XP window stats for new characters." After you have disabled this setting, the utility won't repopulate blank stat pages.

Another option would be to add just one stat down at the far end of one bar. As long as there is at least one stat, the utility won't try to create any more for that character. Depending on your screen resolution, you'll probably never see the stat down at slot #30.
