I had this happen to me once. The only thing different about that EQ2 installation from all the others I have done was that I was still using the streaming client and had not flicked the Full Download switch.

I fixed that one by using the /loadui command to reload the default and then load ProfitUI CE. I have no idea why it didn't install correctly in the first place. I am tracking this issue now.
