[Live] 7.24.12 (GU64) - Interface Changes

Long list, but minimal changes. The vast majority of changed files are just localization tags.

BG windows got changed a bit. They added some new gamedata for the BGs as well, plus swapping some PVP-centric stats around (removing PVP CB/pot and such, adding lethality stats).

They added a passive effects tab on the persona window for focus effects and the like.

That's pretty much it. No major UI changes this GU.
