help ui skin messed up

i downloaded Tyejae Steel bottom by Perdition - V8 (1280*1024) (1600*1200) and did everything to the letter but when i log in eq2 all my windows and stuff are mixed and things are missing. can some please explain step by step so i can do this right. thanks
