Tradeskills

On the Isle of Refuge, there wasn't any problem foresting or mining, but now that I'm in Qeynos, I'm not able to forest or mine. Is this an issue of my skill not being high enough for what I'm trying to do or is there something that I need to do first before it will let me? Does anyone know of any good resource to get more information?
