Default Couple questions about UI builder

Is there a tutorial somewhere on the basics of building a window. I am basiclly looking to remake a targeting window that fits into a portion of my current UI. Every targeting window I have seen is too tiny for my tastes or if they are the right size the text on the window is too small for my tastes. So, I am looking to create my own window but the only tutorial I have seen is the one that tonyis3l33t wrote and it really didn't answer many of my questions.

On that note, Sunthas made a rather nice size target window (larger than 200pizels, dont remember exact width), the Tye Jae steel mods have a pretty big target window also. And I think ger has a few huge versions
