Hotbar 2 mirrors Hotbar 1 Icons

I feel like a dope asking this. But when I open a second hotbar and place spell icons in it, Hotbar 1 ends up mirroring 2 wiping out the icons I had set on Hotbar 1.

How can I place different spell icons on Hotbar 2 without Hotbar 1 mirroring the same icons?

Also; how can one change the banks of Hotbar 2? I change the banks of Hotbar 1 via keyboard number keys or Shf 1-0. Hotbar 2 icons default to Alt 1-0 for casting but I don't see anything in options to change the banks.
