Or possibly a map not linked to a zone that shows the legend as a pic in itself. If you wanted to see the legend you'd just select from the main map dropdown.
I'd imagine a legend overlay that you can toggle on/off. Sounds like a good idea and is not hard to do, but don't think I'll have time/motivation to implement this (sorry). Maybe someone else on the team though.
