This is one of those places where the UI authors can only see a template used by the server, or the game client, to generate a variable number of items in each character's list on the fly. I can think of one workaround, but it would be awkward and would need an objectionably large amount of code.
I never looked before, but assume the languages are listed in the order they were learned, or from the sequence of all language IDs. I would think it would be trivial for the developers to alphabetize the character's language list if they wanted to. View your character on EQ2U for an example as it comes alphabetized from Census.
