Right-click the spinner, empty icon slot, or the very thin border and select Window Options.

From Window Settings change the menu to "Frame and Titlebar".

Do this for each hotbar you want to display the timers.

This setting should save if you camp (but may not if you /exit).

Settings files do sometimes become corrupted and refuse to save various settings, though this seams to be less of a problem since the settings format changed.
