I don't believe that is a bug. IIRC the UI takes precedence and will always be in front of any game world displays (such as the issue you are referring to).

Try either changing the camera angles (zoom in/out, rotate, etc.) or or cycle through the UI displays (via the F10 key) and temporarily disable the UI in order to read the NPC's text.
