How hard to covert EQ1 target ring to EQ2's?

I just downloaded those files. It would be possible to make one that looks like that. I've never played EQ Live but it looks like there are a lot more options for changing con colors and animations in the ini file. In EQ2 we are limited to the way that the default rings work, i.e. two images superimposed with one as the con color.
