can't get it to work

After installing, uninstalling 20 or so times I have 2 problems. First I don't get any message the first time it loads about importing UI settings. second the Options screen is blank, there are no options just a thing that says Tab. So what am I doing wrong? Looks like a real cool UI if I could get it to work.
