(Switching from windowed to fullscreen and back invariably changes the resolution (unless you happen to specifically set it up so that the render area of the window is exactly the same as fullscreen, and keep it that way), which moves the window borders and resizes letterbox frames, which causes all windows that aren't closer to the screen edge than the letterbox to change position.)
