There was a program for EQ, called Ever-Bot
It allowed most game "chat" to be channeled through your Speakers via Uncle Bill's speech engine.

Yes, I run Teamspeak 2 and that works great for Guild raids, but EverTalk was only on Myside of EQ. All chat with MoB or NPC was directed to speech.
I include the Installation below, as it shows the inteface use. Yes, it runs of your EQ2 log text, cleans it to just the text of Group/Guild/NPC

This is Microsoft Agent voice software.
Run it and click yes.
Download tv_enua.exe
This is TruVoice voice software.
Run it and click yes.
Download TVicHW32.exe
This installs the required DLL files.
Run it and click yes.
Download spchcpl.exe
This is the Speech Control Panel.
Run it and click yes.
Download ever_bot.exe
This is Ever-Bot itself. Run it.
Type in a folder to install it to and click unzip.
Leave the checkbox checked that says "When done unzipping open: everscut.exe"
It will make a shortcut in your StartMenu\Programs area.
You may want to move the shortcut to a different subfolder of your choice; or leave it where it is.
Ever-Bot is almost ready for use.
Run Ever-Bot.
On the form named EverRead select the log file for the character you are going to play as.
If one doesn't exist it means you'll have to enter EverQuest, turn logging on, then exit EverQuest.
Either change eqclient.ini so logging is always on or turn it on once you enter EQ.
Run EQ and listen to people talk!
There are several in-game commands you can use.
They're done in the form of /note commands.
