ThorUI doesn't modify that file in any way.
When a custom UI doesn't modify a file it automatically uses the default file provided by SOE.
Check the "Default Folder" in the UI directory to see the listing of all the other interface files.

As with all issues, I recommend deleting the thorui folder in the UI directory and allow the ThorUI AU to pull everything down fresh.
If you move/copy/modify a file in any way the Auto Updater will no longer update that file automatically.

If you still crash after doing this, I would suggest deleting the eq2.ini file in your Sony\EverQuest II directory then launch the game without using the ThorUI AU.
This will tell the game to use the default UI for all options and ignore the thorui directory all together.
