Hotbar tooltips - how to disable?

I see theres a nice option called "tooltips for hotbar on/off" in EQ2. But it doesnt seem to work for me. Theres also an option for tooltips in the inventory windows etc. Those work, but not the hotbar one.
Is there a way to make it work?
I am using a custom hotbar, can I edit the hotbar XML file to disable the tooltips maybe?
