That might be due to a common bug that occurs when you don't log fully out of the game to switch to a different character. When you start EQ2 fresh, the numbers and % should all be white or greyish white from the latest version of this UI. When you, say, log out to character select and back in, or use the .exe that bypasses the patcher and type your account name and password from there to return to the game, the numbers and % on your bars can turn green, or even dark red. I see this happen a lot, and while it's not so much game breaking, little inconsistancies like this can bug ya after a while.
