I uploaded my own working eq2ui.xml file to http://www.improvmastsa.com/eq2ui.xml for comparison. Look through there and see if it helps you at all.

Be aware that we probably have different mods and some things in mine may not necessarily need to be in yours, or some things in yours may not need to be in mine.

I really don't know enough about all this mod stuff to help you any more than that... I'm just a hack who gets pissed when his game crashes and will stare at file creation dates and crashlogs to figure out what to do. :P
