Quest window needs to be updated problem

i checked the files aswell and all three are there.
journal
journal_active
journal_quest

plz if any1 has a solution post fast

BTW. i saw that on the first page of this site, that the update notes on live update 10 was -

do we need an updated file or is there a change we can make in notepad??
