If you have something actively researching, the number will be non-zero and when you click the button it will give a pop-up confirmation to make sure you want to spend SC to finish the research. I've tested it that far myself (not planning on actually spending any SC myself that way, but the confirmation is hard-coded and shows that it should be working).
