New Persona Stats

I'm taking a look at the new stats in the gamedata file and I've been able to figure out what most of them are, but what the hell is Potency? I know it shows up on the default Persona screen under the combat stats page and the description in the gamedata file is "Base Percent Increase", but what is the "base" that it is increasing?

Oh and what is Strikethrough? It doesn't come with any description in the gamedata file.

ps. I just had a thought about what "Potency" might be. Do you think that EQ2 is adding a Bioware like romance like rpg element to the game?
