Video/Sound Settings "Startbar"?

Has anyone created (or is it even possible to create) a "startbar" that's essentially just the bottom half of Himay's Startbar, and separate from the actual Start Button? I'd like to have a convenient little window for quickly changing sound volume and graphics options, but really don't want all the other stuff that's included in his Startbar.

I may just see about modding it myself, but I'd really prefer to avoid reinventing the wheel, especially given how long it's been since I did any modding at all....
