Spell Cool off in hotbar

sorry all i have never tried to modify a single thing with my UI i have used others but never tried to make one my self.

now with that out of the way. is there a way to put the Cool down Timer on the hotbar. so say i click on a spell and it has 30 sec till usable, on the over lay of the button do a count down? instead of or with the black fill backround.
