Cant get map to work anymore

I had to replace my hard drive about a month back and since then i cant get the eq2map updater to work properly. everytime i try to use it i get this same message.......error reading eq2.ini file
system.unauthorized access exception:access to path "C:\program files\sony\everquest2\eq2.ini" is denied.
at system.lO._error.win lO error (int32 errorCode. String str)

How do i fix this problem?
