You will find where to set this under your setting then User Interface. There you should see a TON of options for the tool tips, use the sidebar for the Tool Tip Text and move it to Opaque.

Thanx for the answer. Tried what you said, coz actually it looks like you might be right, however I have no option to change the opacity of Tooltip Text, as there's no choice to do so. Please see a screenie here

BTW: I'm sorry if this issue doesn't belong here, but it is a pain....
