Reduced the Voice Chat Bar by 20%

In preparation for adding moding another window to include the voice chat bar functionality I reduced the chat bar by 20% removed a little of the dead space, and moved the buttons to the other side of the status text. Just figured others might just want a smaller chat bar.
Version 1.01 - fixed an issue where the change channel button did not work.
