How do I install it?
Extract the two DDS files into your custom UI's "images" directory.

Example:
/EverQuest II/UI/<CUSTOM_UI>/Images/Ring_Target.dds
/EverQuest II/UI/<CUSTOM_UI>/Images/Ring_Target_Con.dds
