Problem with Update files downloading

I am having a problem after I install ProjectUI and it runs the updates for the very first time. All the files are updated except for the UI\ProfitUI\images\icons\icon_transp1.dds file. I have tried everything including uninstalling and reinstalling EQ2. downgrading the java update back to 13 from 14, I have even left the updater running for 30 minutes thinking it was a large file. It is even a fresh install of Windows Vista 32-bit. I have tried installing EQ2Maps first, not installing EQ2Maps at all and that doesn't change. Should I put the file on the ignore list? I have run out of ideas? Thoughts?
