maps not showing on testserver

I am trying to run the updater on my test server install. When I do it seems to be referencing a directory that does not exist. C:\program files\sony\everquestII\testserver\testserver which does not exist and does not seem to appear in any ini files.

When I start the patcher I recieve this error
C:\Program Files\EverQuest II\TestServer\TestServer was not found, please re-set you language in the options window. updater will not update untill you correct it.

When I go to the options page nothing is in the language drop down box
