Loot Window?

I am not sure if it is solely me or not, but with this UI I cannot get the Loot Window to stay in one place. I drag it somewhere and the next loot it is somewhere else, usualyl in the middle of the screen. I cannot even right click the window for window settings or to lock it. Is this a bug?

Same thing happens with destroy, inspect windows too. Think they are hard coded locations. I wish the SOE team would change that.
