Need help with concentration bubbles

I can not get the concentraton bubbles to work on this window. I would be very greatfull if someone could help me out with this. everything else it the player window works. and if you mouse over the bubble it does tell you what spell/skill it is using it just never fills it in with the blue bubble. I uploaded a copy of the ui window with this post .
