Here's my best guess Oren, as quoted from the readme file:

Important Note:
EM_eq2ui_mainhud_map_quests.xml is a placeholder for Eloa's Quest Window. Only extract this if you don't have her real quest window xml file. If you don't have this file in the folder with eq2ui_mainhud_map.xml, EQ2 will fail to load.
