Journal, sound and performance window missing

I checked the notes and the FAQ and followed the instructions to reinstall the ThorUI in case of corrupted files. I still do not have the window next to the EQII button, that contains the journals, volume buttons, and the performance level dots. How do I get those back?

Be sure to have the "Start Button" mod selected.
Then be sure to unlock the window and resize it.
