eq2.ini is user created, so the patcher won't remake it. So just recreate it the way it was.
But the problem isn't with eq2.ini - by removing that all you are doing is forcing it to use the default UI.
What you need to do is go into the UI/Default folder, and open the eq2ui.xml and eq2ui_mainhud.xml (DON'T edit either of these - they're just reference).
Then go into your custom UI folder and edit those two files listed above. In each one they will be new entries you have to add - the new Achievements window and the guild heraldry window and a new character select screen also, maybe other things.
