I'll be darn, but figured it out. Googled it, and was instructed to check on group policies, which I don't have in Home Premium. But also told me to make sure a registry entry was set to 1. It was set to 1 (one - enabled)
Changing registry is scary and delicate, but in my case, it needed to be set to 0 (zero - disabled) in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\fipsalgorithmpolicy.
I verified it on another machine that was working fine, and it was zero. So I changed the value, and that fixed it. I'm a happy camper!
