Windowed Resolution+Hide Voice Bar?

I can maximize my EQ2 window without issues. But it won't seem to stay there; every time I restart EQ2 pops up in a smaller window and I have to maximize it again, which messes up my UI a bit. I'm guessing there's an .ini file somewhere I need to edit, but I can't figure out which one(s). I'm using DrumsUI if that's any help.

My other problem is that whenever I log in, the voice bar is always up. I can turn it off (with alt+v, I think?) but whenever I log in again, it's back. Is there a line I can put in an .ini file somewhere to stop it from popping up all the time? I keep the voice window up and transparent unless someone's speaking already, and I don't need *two* voice-related UI pieces showing.
