Lightbulb Resolution vs. game area

Hello all, I have a question and can't seem to find any threads pertaining to this, but I'm wondering if there is a way to resize the in game screen area vs. the game's window resolution... What I mean is if the area that you 'see' as the world can be reduced in size to make an area that is unobstructed, like along the bottom if you raised up the game area, and put some interface pieces along the bottom, you can still click near your feet for looting, harvesting etc. withoug the actual UI overlays in the game area...

Just wanted to see if it was at all possible, I've designed a UI, and am constantly tinkering with it and updating it, but I have two layouts that I have always concentrated on, and both concentrate on minamalistic and compact setups to maximize game area and functionality. What I'm trying to accomplisth is a "L" shaped area along the left and bottom to contain almost all of the interface, including start button, a custom stat bar, hot keys, and other basic components etc.
