So, this is on the 'low end' of how useful this will be to most people.

But ti's fun nontheless. Perhaps someone with a super low end system could use this to booste Frames Per second if they needed to.
It's suprises me how quickly I get used to the sky not being there. LOL.

I am also curious if it would affect FPS while in dungeons.
Your water settings affect your frames per second when you are not around any water. So maybe it would!

I've not done any sort of testing on frames per second with this.

r_skydome_priority 0.0 (Off)
r_skydome_priority 1.0 (On)
r_skydome_priority 2.0 (On)
r_skydome_priority 3.0 (On)
r_skydome_priority 4.0 (On)

So looks like this will be impletmented as a dropdown box for Display Properties for the sky, similar to the water one.
It appears that 1.0 through 4.0 are identicle to me. I can't tell a difference.
Perhaps in the future this will be related to weather conditions.
