I can't upload image files now. why?

I updated an file now.That file is here
But I wasn't able to uploade image files.
so Image Upload Manager don't work.
why?
Image Upload Manager window shows message of "Uploading File(s) - Please Wait".

I upload my screen shot jpeg other place once.
and I wrote that adress in Image Uploade Manager
